Abstract
Hybrid threats will continue and will negatively impact the security situation in Western Europe. • Mass migration has the potential to become a hybrid threat exploited by state and non-state actors in order to make Islamist terrorism a real hybrid threat. • Hybrid threats pose new challenges to politics and the rule of law. They require a new security strategy concept for the EU in general and Austria in particular.
